I'm sure this type of question has been brought up here before, but I couldn't find the specific answer I was looking for in searching, so I'll ask it again.

NL T1000 tournament, blinds are at 200/400.

Four players left

Player 1 (UTG) raises to 1000
Player 2 (dealer) goes all in, making the total 1100
Player 3 (small blind) folds
Player 4 (big blind) calls
Player 1 re-raises to 2500 - this is where my question is. Can he do this? Since he was the last one to raise before the all in by player 2, and nobody re-raised before action got back to him, isn't he obligated to only call the raise by player 2 at that point? Or am I way off here?

I spoke up for a second on this, thinking I would get the backing of a few other onlookers, but they all insisted he could re-raise. It didn't seem right to me, but I let it go, assuming that I must have been mistaken.

no, he's not facing a raise. his only options are call or fold. he's the one who raised it, making it 600 more than the BB. he's facing an extra 100 from an all-in, not a raise.

had it been all-in of 1600+, then he would be able to raise.

Player 2's  wager is not enough to qualify as a raise, so player 1 may only call or fold.

Thanks guys. Made me feel like I didn't know the rules for a while there. So, let me ask you this then. If Player 2 had gone all in, making the total 1600 (rather than 1100), Player 4 calls, could Player 1 then reraise? That amount would be considered a full raise, of course, but it is also an all in. Does that change how Player 1 can act when action is back on him after Player 4 just calls?

yes, if it was 1600 he could raise, regardless what player 4 did, so long as there were other players in the hand who weren't all-in.
