Last night this hand came up during the tourney.

After the river card was delt player A goes all-in, while considering calling player B says "I don't think you hit the flush". Player A then turns to the player next to him and says "I got it", then says "I got it" to player B and the rest of the table. Player B folds and Player A mucks and wins the pot.

Would you give player A a penalty? TDA rule 41

Player A is a huge talker at the table and has received penalties for showing his hand to other players during other hands. He will reguarly make a comment while MAKING a bet like "I have 2 pair, if yours is higher you can call". Which I think he should also receive a penalty for.

Inappropriate for him to be talking about his hand like that since it affects other players in the tournament. Whether you decide to penalize him or not and how much is up to the TD.

I would really wonder how saying 'I got it' could be worthy of a penalty.  I mean, some table talk has to be acceptable, right?  If you can't even say 'I got it', what is okay?

Is it against the rules to not 'just shut up' though?  I mean, you obviously shouldn't be saying 'he's got it' when you're not in the hand, but saying 'I got it' in a head up pot doesn't seem like much of a violation to me.

Heads up in a cash game, I'd have absolutely no problem with it. But in a tourney, everyone's fate affects everyone else's up until there are only two players left. Does a lot of table talk happen? Yup. Does that mean that it's right? Nope. Does that mean offenders get punished for it? Not always. Look at Jamie Gold for instance. All of his table talk was inappropriate. Did anyone stop him? No. I think of it the same way as speeding in that "everyone" does it. In general, only the most egregious offenders are punished but that doesn't make it legal to do so. Again, heads up in a cash game I say go for it. I enjoy a good bit of table talk to get in the head of your opponent. But in a tourney I squelch that behavior.
