Player A is the short stack, player B has a few thousand more and Player C has a little bit more than A and B.  The next player out is the bubble boy.  Is it considered bad etiquette for player C to try to outlast A and B by folding almost every hand to try to out last (or not be blinded out) before A and B go? 

I personally think this is just smart play.  I also think that any player A or B could get a huge hand and triple or quadruple up.  More times than not, I feel that player C will outlast the other 2 and place in the money. 

What are your thoughts?

It is most certainly not poor etiquette.  Anybody at your game who might have said it is has no common sense, no knowledge of poker, and not enough intelligence to ever gain either one, imo.

what would be bad etiquette and out right cheating is if player C is in a hand with another player with player's A and B all in and tells player D that he wants to check the hand down.

in your scenario its like everyone said basic tourney strategy

This. No sense in giving away chips when you don't have a monster when you're on the bubble. Risk is definitely not work it.
