I live in the South East of England, about 30 miles from London. You can get plastic cards in bricks & mortar shops here, but they tend to be specialist games shops (selling board games etc.)
There are some mail order retailers here who sell over the web. In fact, it was these retailers that I bought my first plastic setups from. They tend to have a very limited stock and are quite pricey. Put it this way, I haven't bought a setup of plastic cards from them for several years. It's cheaper for me to buy them from the US and pay for the shipping.
Ironically, it appears to be easier (and cheaper) to buy European makes like Dal Negro, Modiano and Fournier from the US than it is in the UK. If anyone in the UK knows otherwise, please let me know.
