I helped a friend with a tourney last weekend. The tables didn't have chip trays and it would have been handy to have them for making change. I did a quick look around and didn't see any trays that you could plop on top of an existing table, just trays that are designed for sitting in a table. I know I could use a chip rack to serve the same purpose but I think a tray would look a little better. And I could build something for the tray to sit in too but I'm just looking for the easy way. Has anyone seen a tray that can sit on top of an existing table instead of in a cut out in the table?

Yeah, mine. I made a chip drawer that mounts under my table at the middle position. When I am playing elsewhere and I am bringing my chips, I can detach and bring the drawer with me and it is secure and safe. At my destination, I can pull the drawer box out and it is essentially a large chip tray and can be placed on the table.Sorry, no pics until at least tomorrow when I go pick it up from my buddy's house.

i've use the pull out tray from one of those 500 chip mahogany cases, that worked fairly well.  Just stick it on the table in front of you.  Its not sunk in the table but close enough.  Failing this a acrylic tray with a plastic lid also works.

I have one of those wooden chip trays that is meant to be mounted into a table, however, it is not slanted so it works well for just sitting on top of my table. It doesn't have a high profile so I can deal around over/around it. Easy to get the chips in and out etc. I think it cost about 25 bucks, maybe less when I bought it.
