How to make this rail

I bought this table on Ebay and decided to customize it. After I was done, I now wanted to build one on my own. I really like the rail on this table, but when I put my vinyl on it I just put it on top of the other one so I have no idea how it was made. Anyone has an idea how to make that extra edge that allowed me to raise the rail to place the rope lights without having the main table showing underneath? Hope it's clear See the picture

Spacers between the upper rail assembly and the lower rail assembly, giving it depth.

Hum, that's what i did myself to raise the rail and place the ropes. What i would like to know is how to make that skirt the red arrow is pointing at.
