Did anyone see this?

I was watching the WPT the other night and Scotty Ngyuen(?sp?) was in a hand heads up with Michael the "grinder" (won't even attempt spelling his last name) Scotty had made a set on the turn and on ther river the grinder made a straight, the grinder bets and scotty says raise, the dealer announces that scotty calls so the grinder filips over his cards.  Now the TD is called over and starts saying that he should not have listened to the dealer etc etc which I would agree but at the same time scottys english annunciation at times is sketchy.  So then the TD was making it sound like he was just going to call the grinders hand dead but then just awards the pot as is to the grinder.  I may be off, but especially as its heads up and the grinder did not muck his hand, and scotty said "raise" shouldn't he have to put in a minimum raise at that point??
